The Palace Secretary-General was Najib al-Armanazi, who later became Syria's ambassador to Cairo in the 1950s. Signing the decree was head of the Royal Diwan, Hasanein Pasha, the political adviser to King Farouk. Armanazi had been given a similar award by the King's father, Ahmad Fouad I years earlier, when he had been bureau chief to President Mohammad Ali al-Abed.
